Planning & Development

Manly Council’s Planning Department is responsible for ensuring that development within the Manly area complies with relevant legislation and is assessed against potential environmental impacts.

Planning Controls

The Environmental Planning & Assessment Act 1979 sets out the framework for local planning in New South Wales.
Manly Council shapes directions and policies in accordance with:

Environmental Effects of Development

Potential environmental effects of the development are to be identified and addressed in terms of matters such as:

  • Flora and fauna protection
  • Stormwater and erosion / sediment control
  • Noise and vibration
  • Air pollution
  • Waste management
  • Site containments
  • Emergency preparedness.

All DA’s must also consider appropriate construction management of the site where the building works are proposed.

Manly Council is committed to meeting the needs of residents and ratepayers through careful strategic planning.

Development Applications in Manly LGA

A completed development application (DA) is to be lodged with Council for all development which includes the use of land; the erection or demolition of a building; carrying out works and subdivision.  Council will assess the impact and benefits of the proposal.  Various NSW planning instruments, including State Environmental Planning Policy (SEPP) Exempt and Complying Development, identify certain development types that may not require a DA. For more information visit the Department of Planning and Environment.

Council will otherwise require a DA for development which may include:-

  • Changes to buildings
  • Renovating
  • Installing a fence
  • Erecting a sign
